Communal bin is overflowing and not been empty for months. The rats dugouts underneath the bin that makes impossible to move and it is obviously refuse collectors unable to empty the bin. This problem has not been solved and left for a long time. Seen this problem every day as i walked past the communal bin. Please resolve this problem as it is health hazard.
